When Apple released the 6.1.3 iOS version they managed to patch all the exploits that Evasi0n was using, so it could not jailbreak the 6.1.3 iOS version.

After a few days from the release of 6.1.3 iOS version, members from Evad3rs and other Jailbreaking teams, announced that they already found exploits and bugs that can lead them to an untethered jailbreak of 6.1.3 iOS version, but they do not wish to release them just yet. The reason behind this attitude, as they announced later, is because they want to keep those exploits and use it to Jailbreak iOS 7 version when Apple release it. If they released an updated Evasi0n version that could Jailbreak iOS 6.1.3 version, then Apple would definitely build the iOS 7 version more secure and immune to those exploits.
